Digital India at 11: A Remarkable Transformation with Unfinished Business

Eleven years after its launch on 1 July 2015, Digital India stands as one of the most ambitious and consequential public technology programmes in the world. Conceived to transform India into a digitally empowered society and knowledge economy, it has delivered results at a scale few nations have matched. My considered view is that it has genuinely transformed the nation in foundational ways—especially in financial inclusion, welfare delivery, and the creation of open Digital Public Infrastructure (DPI)—while still falling short of full, equitable empowerment. The achievements are real and impressive. The gaps in quality of access, digital capability, privacy safeguards, and cyber resilience remain substantial.

The Scale of What Has Been Built

The core architecture rests on the JAM trinity (Jan Dhan accounts, Aadhaar, and Mobile) and a stack of interoperable public platforms. Aadhaar has enrolled over 144 crore people, making it the world’s largest biometric identity system. Jan Dhan accounts have grown from roughly 14.7 crore in 2015 to about 57.8 crore. Direct Benefit Transfers have channelled more than ₹51 lakh crore to beneficiaries under hundreds of schemes, sharply reducing leakages that once plagued welfare programmes.

Unified Payments Interface (UPI) has been transformative in daily life. In FY 2025–26 alone it processed over 24,162 crore transactions and now accounts for roughly 49 percent of global real-time digital payments and about 81 percent of India’s digital payments. What began as a domestic convenience has become an exportable model, with UPI live or integrated in multiple countries and India Stack elements shared through MoUs with two dozen nations.

Connectivity has expanded dramatically. Broadband subscribers reached 106.58 crore by March 2026. BharatNet has connected around 2.15–2.18 lakh Gram Panchayats (nearly 97 percent of the target) with roughly seven lakh kilometres of optical fibre. Mobile data costs have collapsed from hundreds of rupees per GB a decade ago to roughly ₹8–10, placing India among the world’s most affordable digital markets. DigiLocker now serves over 70 crore users with more than 850 crore documents. Platforms such as UMANG, GeM, eSanjeevani, ONDC, and AgriStack have digitised large parts of governance, procurement, healthcare, commerce, and agriculture.

The digital economy contributes an estimated 12–14 percent of GDP and is projected to approach one-fifth in the coming decade. Electronics production has surged, India has become a major mobile-phone manufacturing hub, and the next phase is deliberately pivoting toward semiconductors (₹1.64 lakh crore in approved projects) and AI (IndiaAI Mission with tens of thousands of GPUs). These are not minor increments; they represent a structural shift in how the state interacts with citizens and how economic activity is organised.

Where Transformation Has Been Deepest

The most profound change is in the reduction of friction and discretion in public service delivery. Paper-based queues, middlemen, and opaque processes have been replaced, for hundreds of millions, by authenticated digital pathways. Street vendors, small farmers, migrant workers, and rural households can now receive transfers, make payments, store credentials, and access certain services without the same physical or bureaucratic barriers that existed before 2015. UPI, in particular, has formalised vast volumes of everyday economic activity and given micro-entrepreneurs low-cost, real-time rails.

India’s DPI model—open, interoperable, and population-scale—has also given the country soft power. Other nations study and adapt elements of Aadhaar, UPI, and DigiLocker precisely because they were built as public goods rather than proprietary platforms. That is a genuine achievement of state capacity and long-term policy continuity.

The Persistent Limits

Transformation is not the same as completion. A significant digital divide endures. While overall internet users and rural mobile penetration have grown strongly, functional household access, meaningful usage, and independent digital capability lag. Urban penetration remains markedly higher than rural. Many households still depend on intermediaries for transactions or government services. Gender gaps in usage persist, and digital literacy programmes, though expanded, have not yet matched the scale of infrastructure rollout. Ownership of a smartphone does not automatically translate into the ability to navigate complex apps, detect fraud, or exercise data rights.

Privacy and security form another unfinished agenda. The Digital Personal Data Protection Act and its rules provide a framework, with full enforcement phased in toward 2027, but implementation, awareness, and institutional capacity are still maturing. Large-scale identity and transaction systems inevitably create attractive targets and raise legitimate questions about surveillance potential, exclusion errors from biometric failures, and the balance between state efficiency and individual control. Cyber incidents continue to rise even as digital dependence deepens.

There are also sustainability questions. Zero MDR on UPI was brilliant for rapid adoption; at current volumes it strains the economics of the ecosystem. Last-mile quality of connectivity, reliable power, device affordability for the poorest, and state-level variation in e-governance maturity remain practical constraints.

My Opinion

Digital India has transformed the nation more than most large public programmes of the last several decades. It has compressed what would otherwise have taken far longer into a little over a decade, created world-leading public digital rails, and demonstrably improved inclusion and transparency in welfare and payments. For a country of India’s size, diversity, and starting point in 2015, that is a historic accomplishment.

It has not, however, fully transformed the lived experience of every citizen into seamless digital empowerment. Scale was achieved first; depth, equity of capability, robust privacy architecture, and cyber resilience are the harder second act. The current pivot toward AI, semiconductors, and deeper DPI is logical and necessary for long-term competitiveness, but it will only succeed as a national transformation if the benefits continue to reach the last mile and if citizens retain meaningful agency over their data and digital lives.

The programme’s greatest strength has been its pragmatism and iterative public-good design. Its greatest risk now is complacency—treating spectacular volume metrics as the end of the story rather than the foundation. If the next phase focuses as relentlessly on quality of inclusion, digital literacy, independent capability, and trustworthy governance as the first phase focused on access and volume, then Digital India will move from impressive transformation to durable national strength. That remains an open and consequential task.
